2025 Legislative Report

The Minnesota AFL-CIO, the state’s federation of more than 1,000 local unions who represent over 300,000 working people, released its 2025 Legislative report. The report analyzes how state lawmakers voted on key labor priorities during the 2025 session.

“It’s one thing to say you’re pro-union and quite another to show working people that you are on our side,” said Minnesota AFL-CIO President Bernie Burnham. “This report shows exactly how lawmakers voted when they had the opportunity to side with working Minnesotans.

Key votes in this year’s report include legislation relating to worker pay, pensions, jobs & infrastructure, healthcare, and protecting the 2023-24 worker wins like Paid Leave and Earned Sick & Safe Time. Each legislator receives a score for the session based on the percentage of times they voted with working people, which is added to their lifetime score. The annual legislative report is one of many tools the Minnesota AFL-CIO and Area Labor Councils consider when considering electoral endorsements.

Following the 2025 session, 22 House Members and 2 Senators earned or maintained 100% lifetime Labor voting scores.
